
GPSA U05 & U06 House League Rules
Field Coaches/Referees determine whether the field and other playing conditions are safe to start or continue play. SAFETY MUST COME FIRST!
· Field size: 25 yds. long x 20 yds. Wide
· Goal area: None
· Penalty Area: None
· Corner Arc: None
· Goals: Goals must be placed on the center of each goal line. Goals consist of two flags planted vertically, approximately 4 feet apart.
· Goal width may be increased or decreased as the game progresses.
Ball Size 3
Players Each team will play two groups of three simultaneously on two adjacent fields. There will be NO goalkeeper. At the 4 minute mark of every quarter, player substitutions shall occur. Substitutions may also be made at any stoppage and are unlimited.
Equipment Shin guards are required and must be covered by socks. Uniform shirt must be visible over other clothing. Home team wears green. No jewelry or wrist bands may be worn.
Referees Coaches will act as referees. All infringements will be briefly explained to the offending player.
Duration The match shall be divided into 4 equal, 8-minute quarters. There shall be a 2-minute break between quarters one and two, and another 2-minute break between quarters three and four. There shall be a half time interval of 5 minutes.
Start and
Restart Play Home team takes the kick-off to start the game. Visiting team decides which goal it will defend the first half. Teams switch halves at halftime. Teams alternate taking the kick-off at the beginning of each quarter. A goal may be scored directly from a kick-off. After a team scores a goal, the other team takes the kick-off.
A kick-off is a way of starting or restarting play
· At the start of the match
· After a goal has been scored
· At the start of each quarter of play
Procedure:
· All players are in their own half of the field
· The opponents of the team taking the kick-off are at least 4 yards from the ball until it is in play
· The ball is stationary on the center mark
· The referee gives a signal
· The ball is in play when it is kicked and moves forward
· The kicker does not touch the ball a second time until it has touched another player
Ball In / Out
Of Play The ball is out of play when:
· It has wholly crossed the goal line or touch line whether in the air or on the ground
· Play has been stopped by the referee
The ball is in play at all other times, including when:
· It rebounds from a goalpost, or referee (coach) and remains in the field of play
Scoring A goal is scored when the whole of the ball passes over the goal line, between the flags, provided no foul has been committed previously by the team scoring the goal. Once a player scores, that player shall wear a wrist band on his/her wrist until a teammate scores or the current play segment ends. The player wearing the wrist band may not score while wearing the wrist band.
Offsides None
Fouls and Misconduct The following fouls and misconduct are penalized:
· Kicks or attempts to kick an opponent
· Trips or attempts to trip an opponent
· Jumps at an opponent
· Charges an opponent
· Strikes or attempts to strike
· Pushes an opponent
· Holds an opponent
· Spits at an opponent
· Handles the ball deliberately
· Tackles an opponent to gain possession of the ball, making contact with the opponent before touching the ball.
All fouls shall result in a direct free kick. The referee/coach must explain ALL infringements to the offending player.
Free Kicks All free kicks are direct and opponents are at least 4 yards from the ball until it is in play. The ball must be stationary when the kick is taken and the kicker does not touch the ball a second time until it has touched another player. If the free kick is kicked directly into the opponents’ goal a goal is awarded. If a free kick is kicked directly into the team’s own goal, a corner kick is awarded to the opposing team.
Penalty Kick None
Kick – In A kick-in is taken in lieu of a throw in when the ball leaves the field, crossing the sideline completely.
A kick-in is considered as a direct free kick with the opponents 4 yards from the ball until it is in play.
Goal Kick Goal kicks may be taken from a point on the goal line near where the ball exited the field of play. Opposing players must be four yards from the ball until it is kicked.
Corner Kick A corner kick is a method of restarting play. A goal may be scored directly from a corner kick, but only against the opposing team. A corner kick is awarded when the whole of the ball, having last touched a player of the defending team, passes over the goal line, either on the ground or in the air.
Procedure:
· The ball is placed inside the corner
· Opponents remain at least 4 years from the ball until it is in play
· The ball is kicked by a player of the attacking team
· The ball is in play when it is kicked and moves
· The kicker does not play the ball a second time until it has touched another player
Ties Ties are not broken.
Medical If a player is bleeding, the player must leave the field immediately. The player is not allowed back on the field until:
· All bleeding has stopped and,
· The injury has been covered and,
· The player has no blood on his/her uniform.
GPSA U7 & U8 House League Rules
Field Referees have jurisdiction to determine whether the field and other playing conditions are safe to start or continue play. SAFETY MUST COME FIRST!
Referees There will be a single center referee for all U8 games. The referee fee is $10 per game to be paid by the home team coach.
Equipment Shin guards are required and must be covered by socks. Uniform shirt must be visible over other clothing. Home team wears green.
Ball Size 3
Duration Games will consist of four 10 minute quarters with substitution at the 5 minute mark of each quarter.
Substitutions At approximately the 5 minute mark of every quarter, substitutions shall occur. At least four different goalies must be used each game.
Players Play will be 6 vs. 6. There must be five field players plus a goalkeeper. No team shall play short-handed. Teams lacking six players shall have their opponent play with an
equal number of players.
Goalkeeper The goalkeeper may carry the ball to the edge of the penalty area before throwing or kicking the ball. A minimum of four different goalkeepers are to be used each
game. The change shall come at the end of each quarter or at the substitution stoppage at the 5th minute of the quarter. In the event of injury, goalkeepers may be substituted at any time.
Coaching One coach may be on the field. The coach MUST stay in the defensive end. Coaches, parents, and spectators are not allowed behind the goal lines. Coaches are responsible for the conduct of their players and spectators who have come to support the players.
Tie Games Ties are not broken.
Goal Kick No goal kicks. Possession is taken from any point inside the penalty area (not specifically within the goal box). The goalie may start with the ball in hand and may restart play with a throw, punt or kick from the ground. A ball punted directly from the goalie which lands on the opponent’s side of the midfield line will result in a throw in for the opposing team from the midfield line. Goalie pass back rule is not enforced.
Throw-in A foul throw may be retaken once by the offending team. The referee may explain the error on the first throw.
Fouls All fouls and foul interpretations are according to FIFA Rules. Offside shall not be called. Fouls occurring inside the penalty area are taken outside the penalty area.
All infractions shall result in an indirect free kick.
Medical If a player is bleeding, the player must leave the field immediately. The player is not allowed back on the field until 1) all bleeding has stopped, 2) the injury has been covered, and 3) the player has no blood on his/her uniform.

GPSA U9 & U10 House League Rules of Play
Field Referees have jurisdiction to determine whether the field and other playing conditions are safe to start or continue play. Safety first!
Players 6 v 6 (new for Fall 2009 to follow MYSL). Five field players and one goalie.
Equipment Shin guards must be worn with socks pulled up over them. No metal cleats or cleats with a toe spike. No jewelry. Jersey must be last layer (not under jackets/sweatshirts).
Ball Size 4
Duration Two 25 minute halves with a 5 min half time.
Referees There is one center referee for each U9 and U10 game. The ref is to be paid $20 by the home team.
Substitution MYSL rules apply.
1.) Unlimited one for one substitution of its player upon the team’s possession throws-in, or if the opposing team is substituting upon its possession throw-in (if the opposing team stops play to substitute a player then the team not in possession of the ball may substitute as well).
2.) Either team may substitute on a goal kick, at half time, when a goal is scored, and for injuries.
3.) Yellow card where a player has to come off the field.
Throw Ins FIFA rules apply.
1.) Cannot score from a throw in.
2.) Procedure: player faces field of play, two feet on ground, two hands on ball and delivering ball from behind and over their head.
3.) Deliver ball from point where it left the field.
Free Kicks All free kicks are Indirect (must be touched twice before scored) except penalty kicks (i.e. – Direct Fouls occurring within the Goal Area). All players must be at least 8 yards from player taking any restart (indirect kick, throw in, goal kicks, start of game or half).
Off Sides No Offsides will be called. NO EXCEPTIONS.
Goal Kicks No goal kicks. Game is restarted with goalkeeper possession and the ball in hand. Goalkeeper can throw, kick, punt or dribble the ball back into play. The goalkeeper may not punt the ball past the half field line. If so, other team is awarded a throw in at the half line. Goalie pass back rule is not enforced.
Coaches All coaches on the side lines but only between the 18 yard lines. Every effort should be made to control your movements. Coaches are also responsible for the behavior of their team members and parents. Please encourage positive behavior and do not abuse the referees.
Tie Games Tie games are not broken.
Fouls All fouls and foul interpretations are according to FIFA rules.

Metro U12 & U14 League Rules of Play
PHILOSOPHY
The League's sole purpose is to instruct children in the game of soccer and in the principles of good sportsmanship, good health and good citizenship under the guidance of adults and to protect the rules and spirit of the game. No standings are kept. HAVE FUN!
AGE
All players will comply with the MSYSA age guidelines. The age group shall be determined by the player's age before August first of the current season. For the FALL of 2009 the following guidelines apply:
U14 August 1, 1995 - July 31,1997
U12 August 1, 1997 - July 31,1999
A player may only play on one Metro Travel (recreational) team. They may be dual-rostered only if the other team is a travel team.
FIELD
Referees have jurisdiction to determine whether the field and other playing conditions are safe to start or continue play. SAFETY MUST COME FIRST! Please leave the fields cleaner than when you arrived.
EQUIPMENT
Shin guards are required, and must be covered by socks. Uniform jerseys must be visible over clothing. Cleats must have no toe spike.
BALL
U14 - Size 5 game ball
U12 - Size 4 game ball
DURATION
U14 - Two 35 minute halves (40 if agreed)
U12 - Two 30 minute halves (35 if agreed)
Halves may be extended by 5 minutes if both coaches and referee agree and the next game will not be delayed.
SUBSTITUTES
FlFA rules: Unlimited, but only at a stoppage of play for;
1. The half,
2. a goal,
3. a goal kick,
4. ALWAYS at your throw in and during the opposition's throw in if they are also substituting. **You cannot substitute players during the opposition's throw in if they do not substitute players.
5. an injury for which the referee stops play,
6. for a yellow card.
Except in the case of injury or discipline, each player in attendance must play at least one half of every game. Every effort should be made to play all players an equal amount of time. All infractions of the spirit and intent of this rule should be reported to the City Director.
GOAL KICK
From the six yard box.
PLAYERS
A. U14: Ten field players plus a goalkeeper, 11 v 11, except:
- If one team has available for play less than eleven players, then both teams shall play equal numbers; provided that no team be obliged to play with less than 8 players.
B. U12. Seven field players plus a goalkeeper, 8 v 8, except:
- If one team has available for play less than eight players, then both teams shall play equal; provided that no team be obliged to play with less than six players.
C. Both U14 & U12
1. When one team leads another by four goals or more:
a. The trailing team shall be permitted to add one additional player.
b. If the trailing team does not have an additional player, the leading team shall play with one less player than is otherwise allowed by these rules.
2. A player may only play on one Metro Travel (recreational) team. They may be dual-rostered only if the other team is a travel team.
GOALKEEPER
Goalkeepers have six seconds to release the ball after gaining control. There will be no penalty if the keeper kicks the ball to the opposing keeper. (FIFA rule #12-modified 2005)
COACHING
All coaches on the sidelines, but only between the 18 yard lines. Every effort should be made to control your movements. Coaches are also responsible for the behavior of their team members and parents. Please encourage positive behavior and do not abuse the referees. Home team has first choice of what side of field to occupy. Parents must stay on the same side of the field as their coaches and players.

FOULS
All fouls and foul interpretations are according to FlFA rules.
YELLOW CARDS -Any player that receives a yellow card shall be removed for the completion of the half. A player may be substituted. If the yellow card occurs in the first half, the player may re-enter the second half.
RED CARDS - Any player that receives a red card shall immediately be removed from the rest of the game and leave the field. A player may not replace the ejected player. The red carded player is also automatically suspended from the next game played. All red cards should be reported to the City Director at the end of the game by the player's coach for possible further disciplinary action.
COACH RED CARD - Any red card received by a coach or assistant must be reported immediately to the City Director at the end of the game by the coach. The coach must leave the field immediately. The red carded coach is suspended from the next game and cannot be on the field. An assault by a coach on a player, parent, or referee will result in suspension for the season.
SERIOUS OFFENSE - Any serious offense will be referred to the Disciplinary Committee composed of the Directors from each City in the League. Both coaches, referee, and others may be requested to participate in a hearing before final action is taken.
MEDICAL
If a player is injured and bleeding, the player must leave the field immediately. The player is not allowed back on the field until;
1. All bleeding has stopped,
2. The injury has been covered,
3. The player has no blood on their uniform.
